When loading 9mm on my XL 650 I set the OAL with all the stations full but my OAL is all over the place.
I'm using mixed brass with a 115g Montana Gold Bullet FMJ, and lee dies.
The press has the bearing mod and is mounted STURDY to the bench.

Can anybody tell me the trick to a more consistent OAL?

What do you mean by "all over the place"?  What are your high and low OAL's?

Measured 10 cases, the min was .748 and the max was .751.
Would the case length make any difference seeing as the shell holder is touching the bottom of the case and the die is touching the bullet?

ive heard the toolhead clamp kit from uniquetek makes OAL more consistent because the toolhead is screwed in place instead of using drop in pins.  you can either buy the clamping kit which is $40 for 13 toolheads or pay for billet Whidden Gunworks toolheads with the kit already installed for $40.

No. The case length will have no effect at all.
If you're like most of us you're using calipers putting the cartridge between the jaws measuring from head to bullet tip. There lies the problem.

Bullet tips are rarely uniform, especially the pointy ones. The seater stem pushes on the ogive ( curved part of bullet) to do it's work.

To get accurate measurements take the seating stem out of the die and use that as a comparator. Put it on top of the bullet, like it was going to seat it, and measure the cartridge and stem together. Do several and compare those readings.

That will tell you if it's the tool head moving or the bullet tips are just not uniform.
