I have a 4.5" .22lr barreled upper under a carbine length handguard. Do I measure the OAL for the Form-1 from the muzzle or the end of the handguard?

Normal (removable) handguard? If so, to the muzzle.

If you had a monolithic upper (like my AR57) then you'd use the handguard.

I 'asked the expert' on eForms the exact same question and was told to the muzzle of the barrel, as noted above.
