When writing the check, can we make it out to BATFE or does it have to be written out.

BATFE or ATF , personally I spell mine out, I dont take shortcuts.

I have always made them out to the Us Department of Justice and they have always cleard

Q: How is this tax paid?
A money order or check made payable to the Bureau of ATF together with the application forms are to be mailed to the Bureau of ATF, NFA Branch.

I've always had mine cashed with B.A.T.F. & E.  I'm paying the tax and they get it the way I spell it out.

There's a jpeg of a cancelled $200 check floating around the internet, made out to "ATF Jack-Booted Thugs."

ATF cashed it.

Of course, there is no mention of how many extra months the applicant had to wait for approval of his form.

They probably have one or two full time people opening envelopes, check is electronically scanned and goes in one pile (or shredded?) and the forms go into another set of piles.

I doubt anyone who actually has anything to do with approving or disapproving forms ever sees the check unless they go specifically looking for it, so it's probably the normal slowass approval as usual.

But seriously, I've used BATFE on my two NFA items and they always took my money. As long as your $200 lands in the Treasury coffers, the transfer/making tax has been paid per the NFA and I think you're good to go.
