Just received my SPECTRE II and took it out for fun times.
On my Ruger MKII bull barrel (stock barrle lenght)  there is no  point of impact shift. On my 10/22 ( 16-1/4 barrel length), it will not even hit the paper target.
On the 10/22 it will put the shots in the same hole if i do my part (with out suppressor)Why such a drastic change?
I'm new to suppressors so please enlighten me

Non-concentric threads?  I've shot a few .22's that would do the same.  The threads were not concentric and the bullet was actually kissing the baffle ever-so-slightly causing keyholes.  Bring the target in closer and confirm that you're getting perfect round bullet holes and not keyholes.

At about seven yards, it would hit about ten inches to the right. hole seemed round.
I took the suppressor apart and very carefully inspected all the baffles and did not notice any strikes.

I had the same thing happen with two different rifles.  One was a .22 and the other was a 308.
Sure sounds like you're getting a baffle or more likely an endcap strike.
They are not always catastrophic.
With the 308 I only noticed a very slight copper streak on the endcap after about 20 rounds and the rounds just wouldn't print well but none were keyholing.
Manufacturer opened up the endcap a few thousandths and problem went away.
Frustrating.

I'm beginning to think it's a end cap strike cause i just took apart the supp again. Al-thought there does not seem to be a baffle strike, there is what looks like a "burr" on the end cap.
I could open up the end cap but, I should not have to , also, I've lost confidence on the threading job on the barrel. I may e-mail  the shop that threaded the barrel and see what they say.
In the mean time I will be looking for another barrel

Yeah, sounds like you're having an endcap strike. Doesn't take much to sent that bullet tumbling.

E-mailed the threading shop, they said send barrel back and they will take care of it .
We'll see what happens
