I have a registered SBR lower with a 10.5 " and 14.5" upper. I'm thinking about having the muzzle device on the 14.5" upper permanently attached. Does the Muzzle device have to be pinned and welded or just pinned? I keep getting different onions on this, one gunsmith says just pinned and another is telling me it must be pinned and welded.

Must be pinned and welded. I don't believe they allow silver solder pins anymore, but you can silver solder the circumference of the FH.

A question for you, is the 14.5" upper with the muzzle device only for the SBR lower?

See if it's only going to be used on the SBR lower and treated as such, it doesn't have to be pinned or welded, onl.  However if that upper is going ot be used on a NON-SBR/NFA lower it must be pinned and welded.

If you plan to sell the upper as a 16" barrel, then yes it must be pinned and welded.


re-read your post, yes to permanently attach a muzzle device it must be welded, or pin and welded.  From the NFA handbook:
The ATF procedure for measuring barrel length is to measure from the closed bolt (or breech-face) to the furthermost end of the barrel or permanently attached muzzle device. Permanent methods of attachment include full-fusion gas or electric steel-seam welding, high-temperature (1100°F) silver soldering, or blind pinning with the pin head welded over.

I guess you are wanting to use the 14.5" on a non-SBRed lower (otherwise why would you be wanting to pin it...since it doesn't need to be pinned to use it on the SBR)

If you are wanting to use the 14.5" on a non SBR rifle lower than the muzzle device needs to be pinned and welded (if it was just pinned, it would still be removable with only a punch and hammer)
