Once a rife is registered as a SBR can this be reversed? Example a Colt LE M4-A1 with 14.5 inch barrel, semi only. Can the barrel be pinned to 16" and tax stamp revolked to be owned without stamp?

Yes.

Send ATF NFA branch a letter stating the firearm has been restored to Title 1 status with a barrel of at least 16" and request that it be removed from the registry as a short barreled rifle. They will 'eventually' send you a letter stating it has been removed from the registry.

Your kinda right, NFA weapons are never removed form the registery. They are noted to be in a non NFA state, they will basicaly become a  title 1 firearm like any other gun but it will always be in the registery. If you write them a letter stating that it no long qualifys as an NFA you will not get your $200 back. And the next guy will still have to do a form 1 to put it back to NFA status. This is what i was told by a dealer, I'm not  a lawer and in not swearing this is right but it is what I was told. I beleive it to be correct.
