What can you tell me about magnum small pistol primers. My main loadings are for 9MM, 38/357mag, and 380 Auto. Would these primers work for my plinking rounds, and are there any known issues?

You would only "NEED" magnum primers for the .357mag and only with a few true magnum performance loads.(This depends on your choice of powder.)

That being said, there really is no harm using them for all the calibers you listed. They do add a little pressure. Most people claim up to 1gr powder equivalent.

Personally I would still start at the start load and not less than it.
