This has always been something that I have always wondered about but never thought to ask. Why do people/companies pull bullets and resell them? Where do they get the bullets and why didnt they just sell it as loaded ammo? Was the powder or primers bad?

IIRC, some surplus ammo cannot be sold as "ammo", but components can be.

All domestic surplus must be pulled as that is required demil operation. What you see sold as "surplus" has been reassembled.
