I am currently a 02/03 (pawnbroker) and I am looking to convert to (or add) 07/02.

My question is: can I do this now, or do I need to wait until the 2016-2017 tax year (July 1st)?

Also, when paying ITAR, if I convert to 07 right now, do I have to pay registration fees now and then again on July 1st like is required for an SOT?

I hope my questions make sense. Thanks for your help.

By the time you get your 07 FFL, you'll be good to send in the SOT for TY 2016-2017. ITAR I believe is a calendar year fee.
