I mistakenly thought this was the RCBS Chargemaster, so I replied that I would buy it.  Upon further research i found that I bought the wrong powder dispenser, did I just buy a turd?

That is the older style that links to the companion scale with a infrared sensor.  I have the Pact Version which is identical.  You will have to find the scale probally on Lease-Bay or GunBroker.

The pact scale will work with this powder dispenser.....so I have read, but does it throw accurate powder charges?

I have one just like it. It's slow but will weigh charges of most powders to .1 grain after it's calibrated for the powder of choice.
My RCBS scale died so I bought a Pact scale because it was cheaper. Just make sure your scale has the IR sensor to communicate with the dispenser.
