This may be a dumb question so be nice :-)

It hasn't stopped raining up here in New England in like 3 weeks and I want to work up some loads.  Does shooting in the rain effect accuracy to any significant degree?

you talking about shooting during rain  ,bullet hits rain  sure it will affect accuracy

yeah that's what I was thinking...anything that the bullet hits would affect the flight.  Just wondering how much.

If it is a light rain and you are shooting at 100 yards it is not that big a deal.

If it is a heavy rain with gusty wind then it will mess you up.

As long as the conditions are consistent, shot-to-shot, there is nothing to worry about.  I would shoot better in a light, steady rain, because I could see the light wind changes at different ranges in the rain better than in the mirage.
