I'm installing a Smith Enterprises scope mount on my M1a Scout.

The instructions call for removing the rear sight and using that to level the rifle off of in a shooter's rest. My question is, is the flat on the receiver that is just behind the upper handguard just as level?

Removing the rear sight (and then re-zeroing the rifle) is a PITA and I'd rather avoid it if possible!

I would suggest following the suggested directions PITA or not.  You want it done right and the answer was printed for you.  The sight area is the most true.  You could try some reverse level off the bottom of the receiver.
