I just purchased a 10/22 tactical target with the Hogue overmold stock. The stock touches the heavy barrel on one side, and I understand that this is a common issue with the stock.  I'd be more worried about a precision center fire rig, but I'm wondering with it being a heavy barrel and 22lr only...how much should it affect accuracy?  How important or significant are harmonics for a 22lr in a heavy barrel relative to a stock making contact with the barrel?

I would not imagine it having any effect on accuracy since it is rubber touching the barrel. If you can slide a dollar bill to the base of the barrel I would call it good. Now if it was a hard stock pressing against it without any room I would sand it out.

For the average target shooter or hunter you'll probably never notice it. For precision shooting like in bench rest competitions where a couple thousandths can cost you a X ring it can make a difference.

when I built my 10/22 for the Chevy Truck Sportsman's Team Challenge, I did so in stages over the 5 years I shot it... the last was to attach a simple harmonic tuner to the double lugged and bedded barrel...simply adjusting the position of the tuner dropped a 3" 100y  10 shot group to under 1" with WinSuperX high velocity ammunition.....
