I understand relatively well the process involved in registering an AR as a Short Barrelled Rifle. But what happens if i want to buy an already registered SBR lower reciever? How do i go about transfering the lowers ownership from him to me? Still just a Form-1? And do any of the big AR firms register thier lowers as SBRs? Surely a class III gunshop will sell you an SBR??? Do i gain or loose anything monetarily or time-wise by purchasing an already registered SBR -vs- converting a regular lower to a class-3 on my own? thx |

A Class 2 manufacturer can make a SBR at any time, but then must notify the ATF that he has made it within 48 hrs. Once it is made, he can transfer it to you via a Form 4 if you are in the same state. A Class 2 manufacturer does not need to get approval first... that's why he has a class 2 SOT, so he can make NFA items at will and subsequently (within 48 hrs) notify the NFA. You often see class 2 manufacturers use the term 07/02. The 07 is the type of Firerams dealer, the 02 is the type of SOT. |
It depends upon where the lower you want to buy is currently located. If it is already in-state, you submit a form 4 and take possession when it is approved. If you buy it out of state, it has to be transferred first to your dealer, then to you - 2 transfers, which will probably take longer then rolling your own on a form 1. |
