So if I were to buy an AR15 pistol, am I able to order whatever length upper I want from whomever, and avoid having the 200 dollar tax stamp? I know throwing the pistol upper on a rifle lower is a no go......

Yup.  Of course you can't put a stock on that pistol.  I'd rather have an SBR personally; AR pistols seem kinda lame to me.  But it does save you $200.

Pay the 200 if you want a shorty. If you want a really short Barrel buy it already made. Don't chop your longer barrel down. I had huge problems and spent way more fixing mine than it would have cost me to buy one new.

I had a 16" cut down to 10.5 and had so many gas system issues it was driving my crazy. Finaly got it to work but spent about 50 bucks more than buying the complete upper would have cost me. NEVER AGAIN!
