Got a Q for all of you experienced C3 folks: Am I able to purchase a lower at my local dealer, register it (using appropriate paperwork / tax) as an SBR, and then buy / place an appropriate upper on it? Not sure how this works, as I'm able to get the parts without having to have pre-approved paperwork, unlike an auto or suppressor. Just want to be sure I do this right so I don't end up in club Fed!
