lets say i register a sbr with an 11.5 barrel...can i get a 12.5 upper for it later? a 7.5?  just as long as its not a "permanent" change?

As long as you always have/own the registered length upper, changes made can be argued as "temporary" in nature and you are fine.

Martinsburg has told me that the gun has to match the registry if you ever want to transfer it.  So, If the time comes that you want to transfer the gun, you need to return it to the configuration listed in the registry, or you must write a letter to Martinsburg to change the description before you start the transfer process.

Some have said that you can use the Form 4 to make the change at the time of the transfer, but Martinsburg has told that is not correct.  Form 4 must match registry.

Hope I'm not being redundant, all of the above comment are correct, just wanted to help.  My info comes straight from the top.
