here is my Q about applying for a stamp to make my yugo m92 a sbr. I'm active duty mil and will be pcsing to Korea for at least the next 2 years might be 3 if i decide and get approved to AIP obviously taking my weapons over ther is a huge no go so all of them will be relocated to my moms house in Oregon also happens to be my home of record as that is wher I enlisted

Can I start and send off the paper work while I'm still stateside and put my mothers address on the ATF form as that is wher I would want my stamp to arrive? Also is ther any legal issues with having the stamp sent ther and my mom having possesion of it while I'm gone? The M92 is currently in pistol configuration and would remain so until I get back and have the stamp in hand before adding a stock to it. One last question and please bear with my ignorance on this issuewould ther be issues transferring the SBR out of that state to my next duty station assuming its a NFA friendly state?

I would love to do this so I wouldn't have to wait 10+ months once i returned stateside

Call the ATF and get an answer from them. That would be your best bet

For those exact circumstances you mention, I'd put her address down and let the ATF send your stamp there. As long as she doesn't have access to an "SBR"
while you are gone, it'll be fine as having a stamp in-hand isn't the same as having an SBR assembled. Your weapon is configured as a pistol while with her, it is a pistol until you change it
by adding a stock (after having stamp). Be aware though that any issues with your paperwork (rejections and the like) will be sent to her address as well, this will add a delay and possibly
result in your application being sent to the back of the line if over 30 days and possibly denied outright if much longer. Make sure your documentation is 100% correct before sending it off.

And be sure to tell your mom that when it does come in to be SURE and put it in a SAFE place so it is not lost or destroyed.
