Anyone know where I can find the case that holds the T handle torque wrench like the one in this picture?  Doesn't it look like the Eagle industires logo?  I can't seem to find it.

It is manufactured by Eagle.  Civilians cannot purchase it.  I have not seen anyone with one unless they were part of the issued military kit.

The Seekonk torque wrench (BT-2L, 1/4 inch) set at 62 inch pounds may be purchased directly from the manufacturer for around $109.  These are the same as those supplied with the military kits for quick barrel changes.
