They are not I didn't think so, but it's one of those "gun store" things i've been told since i started buying guns... you know their one customer who is a CIA black ops delta seal sniper with a clearance so secret it doesn't even have a name told them that's why he gets delayed... disregard the fact that his name is "john smith" and he refuses to his SSN for OPSEC purposes...

| File a VAF with the NICS center. You can get an application on there site, and you will need Finger print cards also. I was alway getting the delay notice before last year I did a VAF and was issued a Unique Personal Identification Number. You put the UPIN on the 4473 instead of your SSN and tell the dealer you have a UPIN. I got proceed every time since then. The only downside is it takes about 150ish days for them to issue a UPIN. It worth it less of a headache |
