well I'm a 34/32 but I'm thinking about picking up a set of 36's to I can fit a base layer under them.

Is it pretty standard practice?

eta:

by base layer i mean about 3 layers of polypro

Yes, layering cold weather clothing is a common practice.

you almost can't go to big.  to tight you lose a lot of heat,    go 4" bigger if it's cold weather gear

It gets that cold in Florida?

Seriously though, yes it is. What kind of pants are you layering underneath of? If it's cold enough to warrant three pairs of polypro, have you thought about a pair of hardshell pants?

If you have no qualms about using USGI surplus, they are sized to go over base layers.  For example, if you wear a size medium, your medium base layers, medium trousers, and medium goretex outer layers are sized to layer over each other.  There are some good deals on surplus clothing and the quality is not bad.  Im actually wearing a pair of USGI multicam level 5 pants right now, waiting on a friend to go on an evening coyote hunt.
