How should I go about shipping an AR10 lower receiver to GA Precision?
Is there a certain carrier that I should or should not use?

We civilians can ship rifles (or lowers) via US postal service, FWIW. There's a bunch of us P/O'd @ UPS these days, so I'd skip them & look at FedEx if that's where you want to go.

Regardless of whom you use, be SURE to insure the hell out of it.

Is there a certain way I should package it (hard case)?  Do I need to let anyone know that I am shipping a part of a firearm?

If it's just the lower, I wouldn't worry about a hard case. I would, however, bubble wrap the living snot out of it though.

Technically, the lower IS a firearm due to it being a S/N'd part. But I don't think the USPS asks specifically if it is. They just ask if it's "anything liquid, perishable or illegal", last I shipped a box.

Just say it's "machined parts", IMO.

I usually box mine ahead of time and take it to UPS.  If they ask I tell them it's precision hole punch machinery and insure it for what its worth.

UPS or FedEx only for a lower receiver.
FedEx you can ship from any FedExOffice location. UPS you must ship from a customer service center.

Not quite.
While dealers and manufacturers can use the USPS to mail any firearm, ordinary citizens are limited to rifles and shotguns only.
Any firearm that is capable of being concealed on the person is considered a handgun by USPS......so AR lowers, frames, receivers, etc are not mailable except by dealers and manufacturers.

A hard case or a locking case is not required by any common carrier or by USPS. If its an AR lower just use bubble wrap (no newspaper) and a cardboard box.

BTW- An AR lower is as much a firearm as the complete rifle.

There is no federal law or ATF regulation that requires notification when shipping a firearm......unless you are shipping it illegally.
Be aware that both UPS & FedEx have shipping requirements that require notification. Failure to follow their policies and you will get nada on an insurance claim.

You are wasting $$$ by paying for insurance then............lie to UPS or FedEx or fail to follow their tariffs.......your claim will get denied if you firearm is lost, stolen or damaged.
