While preparing for my local club's Garand Match I decided to put  the sihgts as the "book " said they should be.  Since I received it from CMP the rear sight was always four lines to the right of the center mark so my wisdom (?) prompted me to fix this "problem"  even though the gun shot true when I fired it.  Well needless to say the front sight is noticably to the right of the centerline of the muzzel  and the rear sight is also noticably to the right of the centerline of the receiver even though the sight mark and the marks on the receiver are centered.  Obiviously the person putting the witness marks on the receiver must have done so on a Monday morning after  since they to the right of center.  Should I go by the book or by the bore/receiver true center?

That is why the front sight has a screw that can be loosened and the front sight drifted. In a no-wind condition, bench the rifle with the rear sight at center and shoot two or three rounds. Check their impact and move the front sight accordingly. Unless the front sight is at the end of it's travel, this is normal.

Center by receiver marks or true center of receiver?

They should be the same thing. If you have a difference between the two, go with the index marks since that is what you should be adjusting shots from.
