What effect does the temperature have on a bullets velocity?
It is about  8 degrees outside and I have worked a load of 4.3 grains of Power Pistol pushing a 147 hornady hollow point at just under sub sonic velocity, will this load stay sub under warmer conditions? This is in a 9mm AR carbine with 16" barrel.

Varget is not normally temperature sensitive, so temperature may not effect it at all.

I'm amazed you got Varget to work in a pistol.  Are you finding any unburnt powder flakes in the action?  Varget is slooooooow, the slowest rifle powder I ever got to work in subsonic loads is 4227.
