I think the answer to this question is obvious but I'll ask it anyway. Can I loan a rifle with a registerd suppressor to somebody if I provide a copy of the registration. I'm thinking that the answer is no, but would like to know for sure.

No. If you have a trust and you write him into your trust then you can. But if you went the CLEO sign off route, then you are the ONLY person allowed to be in possession of the suppressor.

Thanks a lot. I was pretty sure that was the case but wanted to hear it from somebody else. I sent a question to BATF but they are slow in getting back to me.

Does this restriction apply to having your buddy fire off a few shots in your presence? Does just handing it to him to admire or shoot a bit constitute a transfer?

No. As long as you are present there is no issue with letting others shoot it. Allowing someone else to have possession of the suppressor while you are not present is the big no-no.
