Can anyone provide feedback on the size of the Tactical Tailor Modular Belts versus standard waist size?  I'm trying to determine if the large (which says it has 35" belt plus the 12" of webbing on each side) is too big for a waist size of 38".  Any input from those that have these would be appreciated.

I have a large TT modular belt and I only have a size 32" waist (33"-34" with winter jackets on)

I just have the straps more or less pulled all the way in and then trimmed it so I don't have things flapping everywhere. It works great; I'm sure size L will work for a 35" waist just fine. Reason I got a large was because I thought it would give me more webbing space and the large was the only size that was on sale when I got mine for $10.

I just got the TT modular belt (LARGE) from GreyGhost for $15.   It is a simple design - there are NO slots to access a belt underneath (for drop leg or traditional holster attachments) and there are no rungs for suspenders if you think you'll ever go that route.    But for $15 it is a great value nonetheless:  stitching is good, belt is comfortable and there is PLENTY of molle real estate.

As far as sizing:   I am 6'2", 235 pounds and wear a 36-38" waist in conservative clothing (ie my belt is above my hips and snug fitting).    The LARGE size is perfect:   If I am in a single layer of clothing, I need to cinch the adjustments all the way down to the buckle to have the belt be snug.   In this manner (fully cinched down) there is probably a 4-5" length gap in webbing along the front, which encompasses the buckle itself and the strap assemblies - so this is why this 35" belt leaves you with a 10 and 2 O'clock position for molle attachments given your waist size.

However, with multiple layers or a jacket underneath, I definitely have to start letting some of the slack out. for proper tension.

In my opinion, the LARGE is probably going to be the perfect size for you.   The medium would likely fit, but then the molle attachments/padding would not come up to more than a 9 and 3 O'clock position on a guy your size.

ETA:  just to be clear, I am very happy with my purchase, and how the Large size fits.   The price was right, but I can also see distinct advantages to other warbelt-type designs from HSGI and ATS as examples - depending on what you're after and your budget.   For me, having the belt and 90% of the pouches I need for less than the cost of either of the other  (abeit more flexible) brands was worth the compromises.

I also bought one from Grey Ghost.  I think the large will fit  most folks...you can expand it, but the 35" is the shortest it will go.
