lets say I did all the paper work for a SBR and I have it in my hand.  Can I take my USC barrel and cut it down to 8" and not worry about the barrel not stabelizing the bullets??  Or would it be more worth it to just get a HDPS sbr barrel and resell my factory Hk USC barrel?  thanks.

If the twist rates are the same you would be fine, personally I would by a new barrel. The time and money to cut it down, recrown, shipping, etc. I would just get a new one.

I'm a gunsmith though, so I would do it all myself.

I had mine done by Shockwave when they were still doing them. Barrel cut and crowned to UMP length - I think 8". Flange silver soldered on for the correct look. Had it blackened which was hard - the steel used is not great for this.
Came out just fine. Jeff at Tactical did the rest but he is not doing them anymore.
