Is it legal to swap out a stock stock and grip for the folder wothout doing the whole UMP / tax stamp deal?

yes, but you need compliance parts to bring the imported part count to 10 or less. usually a floor plate, follower and trigger.

the stamp is for the short barrel. he doesnt want to pay the tax so he needs the long barrel and some US made parts

floor plate and follower of mag?  would that mean that I would need to keep the mag in the gun at all times so as not to mess with the count?  

Where would I find somewhere that will list american parts I can thrown in it to keep it compliant and possibly see that law that specifically states the # of parts and so on (so I can keep it with me to show I am knowledgable and what not)?

HDPS.org sells the parts.  you would not need to keep the mag in the gun.
