I have a Norinco Uzi carbine knock-off. A hell of a lot of fun to shoot, but it has a 16" barrel that just annoys me. Question: If I remove the stock, could I legally put a shorter barrel on this thing, or would it still be considered an SBR?

So to answer your question, if you want a shorter barrel then you have to SBR it
