I just got in an 8# jug of WC844 and 1,000 55gr pulldowns, and I'm trying to find a good .223 starting load for it. Searching around got variation from 22-27gr. Any suggestions?

Start with 24.0gr, maybe 24.5gr.

I use Remington 7 1/2's or CCI #41 primers.

I also left surplus behind and went to TAC.

27.0gr is NOT a starting load.

Same powder and bullets.  
20" AR

I shoot 25 grains.  At that charge, they are running about 2819 fps.  Shoots 1.5 - 2.5 inches.

I worked up to 26.4 (3034 fps), but the groups spread way out at this charge and since it's just a plinking load, I just settled on the slower speed.

Sounds about right I setted in at 25 gr. and am getting 2950 fps. on my reloads.

Stay off the WOLF primers with that powder.

They don't seem to want to ignite it for some reason.

I shoot 25 grains and the 8,000 Wolf Small Rifle Magnum primers I've used haven't caused me any problems.

What color are your primers?

The brass colored primers are giving people fits.  The silver primers are not.

source for pull down and surplus powder, and cheap pulled bullets, among other things

Concur with 24.5 to 25 grains as an excellent plinking load. Hit 200 yard steel plate all day long.

Use H335 as a reference, but work your way up... i use 26.4 in mycurrent jug to dupe M193 if I wanted to in my particular jug..
