Have a friend who has a Form 4 submitted for xfer of a suppressor.  unfortunately, his dealer Mike "G-Man" Giugliano died before the xfer was complete.

so what happens now and what should he do?  I believe he was purchasing a Gemtec suppressor

The ATF will push any pending forms through before they let the FFL close up. Of course with the death it'll have to be handled by his estate I'd guess.

Or if he's a sole prop. and no one else can handle his FFL affairs, ATF may do a hardship transfer to another willing, local SOT, and then rush all the pending forms through for that SOT to clear the deceased's books.

Great now people are going to convince old and terminally ill people to register as a SOT and submit a form 4 for them so that when they die the form 4 gets rushed through.

Any old, terminally ill people in the house? Speak up - can't hear you through your oxygen mask.
