The upper on HK weapons the registered part, and not the lower?

Its supposed to be that way. IIRC the part that contains the bolt carrier group should be the serialized part. The AR15 is one of few that have the lower registered. The MP5s/HK9x, Sig 556s, AUGs, FN FAL, P90, SCAR, etc all have the upper as the serialized part. AK series don't have an upper/lower config

The serialized part is always the receiver of the firearm. The receiver of the firearm is the part that holds all the other parts together, it is the main piece of the firearm. On the HK family of weapons it just happens to be the upper part.

I can't speak to the UMP or 416, but as far as the legacy system and the G36 the "lower" as you say isn't a receiver, but rather the "trigger housing," "trigger module," or "trigger assembly."  We can thank Stoner for the "upper recevier, lower receiver" ambiguity.

I believe  the ATF considers the part that contains the "ammunition feeding device" to be the receiver.  On G3s, FALs and the  like it is the upper receive because the upper receiver contains the mag well.. On AR type rifles it is the lower because the lower contains the mag well.

That was the explanation I read on line.  If the 55X guns are the ones manufactured in Switzerland, they may have been following the European practice.
