I have submitted 2 Form 4s over the last year and they were both approved and in my hands in approximately 30 days. I submitted a Form 1 that was received on 10/05/06 and the check didn’t even clear until the 23rd. On the Form 4s the checks cleared in a couple days max. As of yesterday my Form 1 still isn’t in the system. Is the process for a Form 1 any different than a Form 4?

Yes.  When you send your F1's to D.C. they then send them to Chicago for the check to be deposited into the reserve, and then Chicago sends them back to D.C.  This draws out the process by a couple weeks.  FWIW, I sent a F1 on October 2.  I called yesterday to check on status and the check was cashed, and it had been entered into the system and was pending.

So wouldn't it be better to just send it to Chicago in the first place?

First off, D.C. is no longer in the loop. If you send a Form 1 to D.C., they send it to W.Va. So it's best to send it to W.Va. directly:

National Firearms Act Branch

Martinsburg, West Virginia 25405

Form 1's must be sent to W.Va. first -- they check to make sure that what you are applying to do is legal (fer instance, they normally cannot by law approve a Form 1 for a machine gun). Once they determine your application is legal, they send the funds to Chicago for deposit. Once they are notified by Chicago that the funds have cleared, they process your application.

Your sir, are on the money - except for one part.  After the Form 1 is reviewed at the NFA Branch in WV, the *whole package* is forwarded to Chicago.  From that point, it proceeds just as a Form 4 would.  Typically, a Form 1 will take about two weeks longer then a Form 4 - due to the extra mail time.

I recently sent in my first Form 1 and sent it with a USPS MO.

When I spoke to a nice lady at the NFA about my check taking so long to clear, because I thought it had been lost or something. I asked her if a money order would have made things any faster, and she advised not to use a money order due to tracking issues if it gets lost or stolen. The way she explained it was if the money order was lost or stolen there is some sort of waiting period before you can start tracking. She told me with the check you can stop payment on it if lost, and if stolen you would know it sooner than with a money order.

I had a money order stolen and forged many years back and it was a pain in the a$$ to get it taken care of.

My dealer also told me about the Money Order situation. Definitely see how that could happen...

I just sent in a Form 4 - paid the stamp with a "certified bank check" through USAA. I have a copy of the check, check stub, and a print out of the screen when I paid for the check. Yeah, the funds have been taken out, but USAA has the utmost fastest/respectable customer service, and if for some reason the check is lost, im confident that my $200 will not be held up in vain

And with the USPS MO, you cannot start tracking until 30 days after it has been issued I believe, and it has to be submitted in writing.

So if you want to certified funds, try to get your name on the check along with the serial # on the check, and which form it is for #1 or 4
