What makes the 308 such a common precision rifle cartridge as opposed to a 30-06 or one of the other popular cartridges.

Cuz' Jack Bauer on "24" uses it.

Shorter case length than .308.  Burns more consistently for increased accuracy.

You mean shorter case length than 30-06, right?

308 was adopted (in the 7.62x51 version) by NATO. That probably has a lot to do with it.

ETA: One thing to keep in mind is that the above discussion focuses primarily on shooting M1s and M-14s, with only passing mention of bolt guns, and the bullet weights referenced are thereby a from a fairly narrow range.

The accuracy equation changes quite a bit when discussing bullets outside (mainly heavier) than 150-168 gn, and that is the province of the ,30-'06, especially the bolt gun..

Shorter cartridge also means stiffer action, shorter bolt throw, and a lighter rifle. Helps that the Military is using it too. The .30-06 isn't all that bad off, precision wise though. If short and fat were the end all, be all, the .50 BMG guys would have abandoned that cartridge a long time ago for the .50 McMillan Fat Mac.
