Can you load +p in any .38 casing or does it have to be stamped +p

Any .38 casing is fine.

I only use new cases for +P loading but with the wide variety of cases (some with unknown # firings) I have that's just prudent.

Go for it.  Any casing is fine.

Even +p is such a low pressure loading there is almost NO risk of a case head failure, especially in a revolver.

I reloaded target speed stuff in cases so many times the 'nickle' plating wore away in the middle of the case where the sizing die went over it.  That brass failed by case neck cracks with no difficulty in holding primers seated.

Starline makes +P marked brass, but it's BO.

Most new .38 Special cases are fine as they use the same basic forming dies as .357 Mags.  All I have measured have been the same dimensions in web thickness.



This is the only part of the case which must resist pressure.
