I will disagree with two things on your list...

1.  The Streamlight TLR-1.  I've seen several of these go tits up (500+ officer agency) and it is pretty common to see them go flying from the Tower during qualifications.  Streamlight does have good CS, but they need to.  The X300 is a much better light on a handgun/rifle and the Inforce WML is cheaper and better on a rifle.  A G2LED and VTAC mount is even cheaper and better than a TLR.

2.  The CR123 Eotechs.  Batteries are the same as your weapon light and I haven't seen any XPS failures.  I have seen 512/552 with battery compartment issues (and other failures) in the field and in training.  The XPS 2-0 can be found within $25 of the price of a 512 on-line.

Worse gear?
I can't stand (asthetics) the way a 16" M4 profile barrel looks or cheap red dot sights mounted on work guns.

The Garand/M14/M1A1 trigger safety.  Really?  I have to put my trigger finger inside of the guard to work the safety?

Government Profile barrels, either A2 or M4.  The original A1 LW profile is the best.

Best gear?
1.  A1 LW barrel profile, especially in 14.5"
2.  Eotech RDS (slow to convert but vision/use have made me a convert)
3.  Troy Alpha
4.  Surefire lights both handheld and weapon mounted
5.  SOPMOD stocks
6.  2 pt adjustable slings
7.  Magpul follwers

The best gear is the gear that your confident and proficient with.

For me the surefire models you listed are suitable, but heavy as shit

The aimpoint Comp M2 is gtg in my book

P mags are good, but something that is seriously underrated is metal mags. I've had bent metal feed lips and i've had a pmag crack in between the feed lips on the back of the mag.

Gear is cool and all, but there aint shit out there more beneficial than practice and knowing your equipment

The old 700's are very nice; as far as bang for the buck new - I'd go a few different directions before the 700.

Personally I think anything Larue is impressive.
PMAGS and ACOGs are over rated.

You have to put your finger inside to DISENGAGE the safety. I see nothing wrong with that; falls in line with "ready to fire".

I see an advantage to having an effective bdc reticle in a small and extremely durable scope. For me the ACOG is vital on my M4. The cqb argument is a moot point because we look over the optic, other units may do things differently, but it works well for me.

depends on how you use your rifle. A BDC does me no good on a 5.56, the round is a laser within its effective range, and if I'm shooting farther than that I want more magnification. Also nothing new, the tritium lit prismatic and/or compact scope has been around quite a while. Not saying its not a good scope, just I'd choose 1x electric sight on a 5.56 carbine all day over an ACOG.

I have mixed feelings on HSGI taco Mags while they are the best pouches to hold both my m-4 mags and SR-25 mags and any other mags for that matter, they are so incredibly difficult to install that you need tools and an entire evening devoted to them.

Impressive:
Larue, it's expensive and not everything is my cup o tea but when you buy it you know it's going to work.
Surefire, also expensive but you know it works
Aimpoint these optics are amazing quality and the battery life is unbelievable.

Good for the money
Magpul, it is kind of the Tapco of the modern day but I like most of their stuff and it's very affordable and it does work.
Condor, now before anyone flames me, in the past Condor did not make very nice things, I had a tac vest and it was a joke as well as some other stuff. Other things like their jackets are actually pretty good especially considering the price of soft/hard shell jackets, these are reasonable
Glock, I could put this in the overrated but I think they are great for the money. For what you get, they are seriously impressive. Mags, holsters, accessories are very easy to find and inexpensive. Actually, you could put the M&P in this as well.
BladeTech great simple holsters for the money
I will second the TLR1 amazing value
I'm a Mossberg fan but the 870 is also a great value for what you get.

Overrated:
Alot of self defense ammo. So many mfgs. have become obsessed with marketing that I question the quality of the ammo. Luckily, there are ballistic gel tests online for most popular ammo.
