I have a customer that wants to ship a 1960's era revolver  (38smith this is his old police duty carry gun) to his son in California. Will he need an      F F L here in Florida and California to perform the transfer legally?

With Cali's new screwed up laws good luck. An out of state FFL has to register with the Cali DOJ and then  I then there is a call in that he has to do in order to send it there. But I think he can send it to a Cali FFL with no problem.

A non-FFL can send a firearm to a CA FFL without going through the DoJ.  The trick is finding an FFL in CA willing to accept a firearm from a non-FFL.
