hypothetically, if there were a .22lr pistol on the market that was as reliable/accurate/customizable as say a ruger mk2 or mk3, and had a 20-30 rd magazine, how much would you be willing to pay for it? or how high would it go on your 'guns to buy' list?

id say as much as a ruger Mk II or III...

For a 20-30 round mag, i'd put that a bit higher, but since im in Canada, it doesn't matter

I built something that is like you have explained above. I used a stainless steel virgin 10/22 reciver. And then I bought a 9" thraded barrel and all the trigger group/action components on ebay. Then I built a second out of a virgin receiver and cannabalized parts, including a barrel I chopped down myself. First built was $318 and the second was $100.
