blocks 4E and 4F....is that the original length, or what it will be once the SBR process in complete?

what if I dont know how long it will be? Or I intend to use both a 10" and an 11.5" upper?

and I really dont know how long it will be regarding OAL until its done. cant measure it now.

You have to pick what your initial configuration will be, and list that OAL.

ETA you can measure the configuration with a known 16" or 20" barrel upper, and calculate from that length, based on your final decision for barrel length.
