I have a question, How much should the neck stretch when sizing. Example i measure case first 1.756  then size and measure again 1.761 is this excessive. I use rcbs lube. Lee die and lube inside necks.

That's normal.

The brass is being pushed from the circumference into length as the brass is squeezed down by the die.

Yeah, that's why rifle cases need to be trimmed.

1.760 is considered max case length for .223.  Time to bust out the trimmer.

I trim to 1.750.

Is it better to use the max length or the shorter length for reloading. Is the extra length better for neck tention.

I trim them to 1.750, the minimum length for .223.  That way I can get a couple of reloads out of them before I have to trim again.

No difference in neck tension between 1.750 and 1.760 as far as I can tell.

Won't matter one bit if you crimp.  I factory crimp my plinking and blasting loads, don't crimp my match loads.
