Let's say the target of the threats can not be reasonably argued as to having provoked the other employee.  

Employee flips out because he did not like what the other employee had to say about business related matters.  Threatens violence outside of work.

Employee later apologies.

What level of discipline/consequence would you think is appropriate for a situation like this?

Update:

Same employee attempted to get a different employee to fight, made threats and taunts, two weeks after the first instance. They were BOTH sent home for a week during an ‘investigation.’  Both employees, including the crazy dude, are back at work. Feels like clown world.

When I worked in NOC we had a guy tell another guy he was being a little bitch. Mortal Combat ensued but got broken up before any blows were thrown, this happened 2 or 3 times haha.

I mean if it's all documented and this occurred in a white collar office setting?

If the company is large enough to have an HR department the manager would probably want to kick it over the fence right away and let them do their thing.

Specific threats of violence and I'd imagine they get fired with cause and removed from the premises

Well in my line of work you get escorted out by security where police are waiting. Back when Inwas a kid working as a hod carrier working my way through my first degree, you get your ass kicked then fired. However a few times the foreman let two fellas throw fists after work because it was a mutual agreement that they just hate each other and wanted on different shifts, winner got to pick which shift they wanted

Saw a lot of fights between dry wall guys and painters as well.

This is common in blue collar jobs.  More of a way of speaking than a legit threat.  Regular office job, depends if it was a joke or if the guy's a real psycho.

Crazy you ask.. this happen to my wife today as she’s the manager of a company in town. She fired the problem starter and wrote up the other guy.

On a side note: She reminded me she’s carrying and had a blade on her. Locked their office doors for rest of the day as the two guys work in the field.

I don’t have time to deal with people that can’t control their emotions at work. Also I don’t want the potential for blow back from the victim when I don’t do anything and the threatener makes good on those threats.

Most office type workplaces have a strict nonviolent workplace policy.  Yearly training and sign off that I will comply has been required at every job site I’ve worked at.  Verbal threats of any nature are explicitly addressed in said policy and training.

Did it 2x.

I had to fire a buddy who drove me to work that day.

The other time, once the guy was terminated he told me he was gonna go to his trunk and “grab something”. That did not go over well with me.
