If Trump pushes cannabis reform - even a "mere" rescheduling, which he can do without Congress - and frames it as "doing what he can to correct the disproportionate incarceration of young black men", he very well could break the Democrats' hold on the black vote in this country.

That resignation letter is undated, I.E. it was one of the ones that Cabinet level officials give to the president when they get confirmed and he keeps in the desk just in case.

Trump could direct the AG to make that determination, and the AG's only remedy would be to resign. That may in fact be what's happened here (though I doubt it).
