We were supposed to attack them or at least have a few precision missiles take out a few weapons factories after they detonated that nuke.
They called our bluff. They will continue to escalate, provoke, and advance their weapon technologies without ever bombing a US city. They want to be perceived as a powerful militaristic state and they will keep showboating and walking that line until they are satisfied.
