More than 200 people have been arrested for homicides that happened in Chicago in 2012 and 15-percent were 14-to-17 years old. Out of the adults, at least 90-percent had an arrest history in Chicago and more than a third of them were previously charged with weapons-related offenses, according to police data. WGN

Has the 672 figure been verified by any other sources? That's over 16 arrests per victim. Sounds extraordinary, but I looked up info to confirm the number but did not find any.

The police chief did make the statements attributed, which, in themselves, are a pretty strong call to enforce laws on the small percentage of criminals that inflict violence on the neighborhoods.

It was reported by the local news stations as well. Haven't seen any statements from Cook County disputing or corroborating.

CPD has a program that does what you suggested, called strategic subjects list.
