It's a practice by which you use accumulated sick or vacation time in the government's system (differs at fed, state, and local levels) before your retirement date. In some systems you get a choice between taking a check for the value of that time, or you can essentially take it as one long paid vacation before your official retirement date.

In either case, it's something you settle on well beforehand...which does not sound to be the case here.

Don Jr. has a point...but it's not as simple as that.

In order for McCabe to be fired outright with no benefits you have to go through an administrative process to get rid of him. This means specifying his wrong doing and providing a hearing at which he has the chance to speak. (Required by a number of USSC decisions)

That should be done here if there is evidence of wrongdoing.

Except that there really is an ol' boys network in all these institutions and the people in the club get the "professional courtesy" of having everybody else in the club look out for their corrupt ass.
