I am skeptical of this story, though I have have read that both Russia and China sometimes use protected waters (including with netting or mines) to house their boomers.  Maybe this SSN might have been assigned to patrol such an area and experienced a mishap.

I think the suggestion made in the article as to the battery exhaustion is meant to imply that there may have been inadequate ventilation to run CO2 scrubbers.

I imagine the answer depends on the engineering of the vessel, what broke when they hit their own trap, what sensors they use to monitor the air quality, and what safety equipment they have onboard to ensure crew health and safety.

In summary, how much does their government invest in preserving human life?
