Here are a couple of other things we don't actually know
We have no evidence other than the word of WaPo and Schiff that this whistleblower complaint was actually tagged by the IG as Urgent Concern.
Neither the complaint or the alleged letter from the IG to IC have been made public. The only source of that info is Schiff.

What we do know is the ODNI said in his letter to Schiff that
A. It wasn't Urgent Concern as it had no direct impact on any intelligence operation that DNI had authority over
B. it had no direct impact on any intelligence operation that DNI had authority over
