He has called on the CCW to "swiftly advance its work on autonomous weapons that can choose targets and kill people without human interference." The CCW seeks to restrict the use of certain weapons that are excessively injurious or have indiscriminate effects. It is based on the principles of proportionality and distinguishing between civilians and combatants. In recent years, it has become the forum for discussions on the humanitarian, ethical, military and legal implications of the use of lethal autonomous weapons (LAWS). The potential framework for dealing with LAWS has been debated by members of the CCW since 2013. CCW members have adopted conflicting positions on the issue. Concerns regarding the dangers of these "killer robots" have heightened since the Panel of Experts on Libya in March 2021 reported to the UN Security Council that a military-grade autonomous drone had been used in a military conflict. SpaceX CEO Elon Musk and Google Artificial Intelligence (AI) Policy Vice President Mutafa Suleyman are among the foremost AI experts who have urged the UN to ban the development of autonomous weapons. In 2020, Human Rights Watch issued a report proposing the fundamental elements of a treaty to ban the use of such weapons. A coalition of over 65 CCW states has endorsed the proposed ban on LAWS. Certain members states including the US and Russia have opposed the ban. The US has expressed preference for a "non-binding code of conduct" instead of a treaty banning the use of LAWS. States such as the US, Israel, India, The Netherlands, and France have opposed the ban owing to their heavy investments into the development of AI for military use. The rapid technological development of weapons has outpaced the evolution of corresponding laws since the second world war. This problem is exacerbated by the lack of consensus among nations owing to national security and defense considerations. It is crucial for the use of these weapons to be regulated at the earliest. |

Funny, Elon might be against them, but I also saw the interview where he said combat drones are the future of fighter planes. Faster, more maneuverable, lighter, cheaper - superior in virtually every way. Plus he added it is not a new thing - what are air to air missiles anyway? His only thing was it does not take a super AI to do it, just a simple one.

The first ones will be large and scary, but as they develop, they will be very small or even tiny and be unloaded in swarms of millions or even billions from a mothership or even shipping containers from which they will massacre millions and return to mothership to reload and refuel.
They will find you or wait outside of buildings and bunkers for months using little to no energy until you come out so they can kill you. People are gone, enemy will invade with no resistance, infrastructure is completely intact for invaders to use however they wish. Even livestock will be spared for later use because the bots will differentiate form humans.. |
