No, they won't do squat unless some kind of other influencing factor makes them feel opportunistic. Without some kind of mitigating circumstances like an SHTF event or widespread natural disaster, they are toast, and they know this. However, in their desire to mooch from others, it's only logical to assume that they'll keep making plans while drooling for the chance to put them to use, so know where your local commies are and be prepared to deal with them if and when it's happening.
