I'm not sure which "people other branches wouldn't take" you are referring to, but it isn't uncommon for the Army, Navy, or the Marine Corps to get recruits that didn't make the cut with other branches for various reasons. You don't find too many "benign martinets", in my experience. They're usually masking some other pathologic behavior problems with their antics, and the senior leaders are all too prone to mistaking that for "dedicated leadership".
